Core issue of AITEEA is addressing Pay Parity issue of post 2007 JTO/JAOs i.e. fixing Rs.22820/- as initial basic from DOA. As General Body emphasised, the Top most agenda of AITEEA is Pay Loss Issue unless/until it is resolved. Fight against degradation of BR/DR JTO/JAO Cadre to E1 level in new JTO RR & henceforth strong opposition to new JTO RR 2014. Efforts for the replacement of intermediate pay scale E1A and E2A by E2 & E3 respectively in its genuine format. GS,AITEEA writes to Third PRC on redressal of existing disparity among Executive Grades (E0 to E9),formation of Pay anomaly committee with respect to second PRC & ensurance of Retirement/Superannuation benefits irrespective of Profit & loss of any CPSEs. AITEEA has submitted third representation on 05.10.2016 regarding Pay Parity issue of Post 2007 JTO/JAOs to Honble Madam Director(HR). AITEEA is pursuing hard the Pay loss case of Post 2007 JTO/JAOs before Mangement. AITTEA has taken a precise and firm stand to oppose this cascading strongly and GS AITEEA has submitted a representation to Additional Secretary, DoT on 06.09.2016 that how E2/E3 can be implemented without cascading with almost negligible financial burden. Process for the formation of Circle body of AITEEA across the Circles has commenced with full ethos. Circle Body of ALTTC,Jharkhand,West Bengal and Maharastra has finally taken shape. AITEEA is pursuing hard the PAY LOSS CASE of Post 2007 JTO/JAOs in Aurangabad Bench of Bombay High Court. On 03.8.2016 GS,AITEEA writes to Joint Secretary DoT for the approval of Genuine proposal of replacement of intermediate pay scale of E1A & E2A by E2 & E3 respectively. AITEEA proposes a viable altenate to Cascading having least financial & administrative constraint. On 26.07.2016 our General Secretary Sh Manoj Singh along with AITEEA CHQ leaders met with Director (HR) & represented our "Pay Loss Issue" strongly. On 22nd July , 2016 General Secretary Sh Manoj Singh met with Honorable Minister of Communication Sh Manoj Sinha ji in Sanchar Bhawan regarding Pay loss to Post 2007 DRs & CPSE Hierarchy.     12.05.2019: AITEEA CHQ resolved to challenge the judgment of Hon PCAT (OA No. 3208/2011)

  • AITEEA in the last 2-3 years tried all the way through the association platform and presented the pay loss issue to the various authorities in BSNL with all the justification. The issues took up even up to the Hon MoSC repeatedly but at each stage the authorities taken the shade of the adverse judgments of Hon PCAT on the issue.
  • After having a detailed deliberation on the issue and taking in account the judgment of the Hon PCAT as the main roadblock in the issue settlement ,AITEEA CHQ resolved to challenge the judgment in the case of Shailendra Kumar Singh and others vs BSNL (OA 3208/2011) and to file a writ petition in the Hon HC New Delhi

    21.02.2019: GS AITEEA and AIP met the PGM(Pers) on the DPC issue:

  • Today, GS AITEEA along with the AIP met the PGM (Pers.) regarding DPC i.r.o. the Direct Recruited officers of BSNL. GM (Pers.) categorically denied the DPC and told that till contempt is there ,management will not issue any promotion order from the JTO (T) to the SDE (T).Earlier it was being propagated by various associations that the promotion order is being delayed due to non-receipt of the reply from the SG on own merit/on merit reservation issue.As we had already enquired it over there regarding receipt of any such correspondence from the BSNL,PGM (Pers) expressed his displeasure over this and asked us not to intervene. We argued again that the contempt case is no way a hindrance in the promotion rather it would dilute the contempt case, if promotion to the DRs is being issued. But he clearly denied any promotion to the DRs Till any final judgement in the contempt case.
  • Friends, It is now clear that the on merit/own merit is not at all any issue in our promotion rather it is just a tool to keep it pending.
  • We requested him for the initiation of the LDCE exam for the pending vacancy years to fill up the vacant SDE(T) posts under 33% competitive quota.PGM(Pers.) asked us to meet the GM(Rectt.) for this and Pers. cell would be instructed to co-ordinate, wherever needed.
  • GS and AIP would be meeting the GM (Rectt.) soon in this regard.

    17.02.2019: AITEEA decided not to be a part of the proposed strike:

  • Friends,
  • Even though AITEEA is not a constituent association of the AUAB, the name as All Unions and Associations of BSNL gives a sort of message that all the unions and associations of BSNL are taking part in the strike call given by the AUAB. So it became very essential for us to clear our stand on this strike.
  • Keeping in view, the issues taken up in the strike notice of the AUAB and a total ignorant attitude towards the left out issues of the 2nd PRC, AITEEA CHQ has taken a decision not to be a part of this proposed strike wef 18th Feb 2019.
  • Here we want to make it clear to all the young direct recruits of BSNL that after getting an invitation from the chairman/convener of the AUAB at earlier occasions, we requested them to take up the left out issues of the 2nd PRC in focus, AITEEA will extend all its support but they did not show any interests on the issues of the young direct recruits which are pending since as long as more than 10 years. More sad part is that leaders of one of the major constituent association of this AUAB cited repeatedly at various occasions the bad financial condition of the Company to justify low SAB contribution to the DRs/BRs.This was quoted despite knowing the facts that the SAB is due and is recommendation of the 2nd PRC, when they received the highest ever fitment benefit of 30%. Now, how the same people can go for strike demanding 3rd PRC without bothering for even the worse financial condition of the company.
  • In the JTO RR 2014, the pay scale of the JTO cadre has been downgraded to E1 but these so called Comrades kept mum as they were not at all affected. The reduced pay to the post 2007, E1A recruited executives (i.e. the 22820) has never been an issue for these representatives, rather they played all the negative role to derail any settlement of the issue as a rigorous effort of the AITEEA. The AUAB, the champions of the Executives or the Messiah of the DRs never ever gone for any agitation on these issues, affecting 1000s of BRs/DRs. Is it their Comradeship?
  • Friends, it s clear that these so called representatives of the employees lack a holistic or inclusive approach towards the issue resolution or for the betterment of the employees rather they are self centered/self oriented and have been selective in taking up the issues.
  • So all the friends/ members of AITEEA and other young DR executives of BSNL may take a decision accordingly regarding their participation in this strike, keeping in view the stand taken by the association.

    01.02.2019: AITEEA cannot just allow it to happen:

  • Friends,
  • AITEEA will never allow it to happen, the repeated injustice with the DR executives of BSNL.Thousands of the executives (JTO/SDE) are kept in a temporary pay Scales for the last 10 years. But the so called major unions/associations and the self-proclaimed well wishers of the DRs/BRs did not pay any heed to it. We also could not have worried on it, had we also been awarded our justified initial basic pay of Rs22820 like they got. What is the use of the Standard Pay Scale for them, as it is not going to benefit them monetarily? Then why would they speak on it? They will not, they will just do the drama and the show off of being concerned on the issue.

  • But what about we, the post 2007 E1A recruited executives? We are gifted with a reduced pay in BSNL, as a bonanza of the the 2nd PRC in the year 2009 and are continuing with the same for last 10 years that too with a multiplying effect in the disparity /pay loss with each passing day.

  • It is very illogical and surprising that without finalizing the pay scale of the core executives of the Company, BSNL is moving forward to implement the 3rd PRC. The natural question here arises is to which revised scales these executives would be mapped, if their Pre-revised scale itself is not final. Also there were no revised scales issued by the DPE for the E1A/E2A pay scales of the BSNL in the 2nd PRC guidelines rather the PSUs were told to map all the executives in the Standard pay scales only as notified by the DPE. Naturally in the 3rd PRC also there is no provision of the revised scales for these non-standard pay scales.

  • Friends, it has become a habit of the BSNL HR team to play with all the directives/guidelines of the various concern departments (DoPT, DPE) and even with the directions of the Hon courts of the law. Moving forward on the 3rd PRC without having valid pre-revised pay scales for its executives and the contempt of the court committed in the recent DPC/Promotion case of the JTO (T) to the SDE (T) are the glaring examples of such an act/ approach of these HR Managers. By doing so, they not only harm the interests of the young core executives of the Company but their such a hostile approach on our issues costs to the company also in terms of expanses being met in defending their illegal acts in the court of law. No doubt these sorts of the negative approach is definitely resulting in a demoralized work force in BSNL and is adversely affecting the company s growth also in a very cut-throat competition in the telecom sector.

  • As the time of discussions/representations to the BSNL management is over after BSNL already moved towards the 3rd PRC negotiation, we cannot wait any more to get these issues settled by the BSNL management on their own.

  • Friends, AITEEA is well prepared to take up the matter to the Hon PMO and is also planning to explore the legal possibility if any to get the left out issues of the 2nd PRC settled in Toto before any settlement on the 3rd PRC in BSNL.All the suffering employees of the BSNL and other well wishers are requested to extend their all out support for this noble cause/movement for the justice.

  • Such a situation is not at all desirable in the larger interest of the Company that in the same BSNL family 95% of the employees are getting over food to eat, while keeping 5% young and the core executives of BSNL empty stomach since last 10 years.

  • AITEEA as an association will keep on fighting with all its strength till justice met to the deprived and sidelined community of BSNL.

    22.01.2019: GS AITEEA wrote to the Hon CMD BSNL on the DPC/Promotion from JTO to SDE(T) in telecom stream:

  • GS AITEEA wrote to the Hon CMD BSNL, requesting for his intervention for the immediate issuance of the promotion order i.r.o. the DR from JTO (T) to the SDE (T).

    14.01.2019: BSNL faces huge technical, policy, low motivation challenge: IIM-A report:

  • The report as published in the DC says even after about 19 years of existence, BSNL does not have well thought policy. The performance management system in BSNL is quite superficial. The promotion happens in a time bound manner and there is no recognisation of merit in the system. There is lack of professional leadership in the organization. Today mediocre people are holding important leadership in the organization, it said.

    • AITEEA has taken up our issues of the DPC/Promotion to the high office of the Hon PM through the grievance portal of the PMO.Despite all the formalities / pre-preparatory works are over on the issues and even after repeated persuasion of the AITEEA ,the promotion order could not be issued and we got only assurances from the BSNL Management. Therefore we decided to take our issue to the high office of the Hon PM.
    • Friends, we can not allow our six month hard work in preparation of the SCR/eligibility particulars to go in waste.Also this Promotion is our right and it must have been awarded to us years back.We will take all the steps needed to make this long awaited DPC through.

      04.01.2019: Update on the proposed Mass Protest led by the AITEEA:

    • In regard to our notice on the Mass protest at the Corp. Office wef 7th Jan, today Regional Labour Commissioner (Central), New Delhi invited GS, AITEEA for a talk and offered his intervention/mediation in the matter and thereby facilitating the maintenance of the industrial peace in the Company/BSNL.
    • GS, AITEEA along with AIP, FS attended the meeting.GS AITEEA explained the RLC (Central) all the grievances of the Executives and the reason of serving the Mass Protest Notice to the BSNL Management. We explained him that we tried all other channels & avenues, as provisioned in BSNL for bringing the attention of the BSNL management towards the continuous injustice met to the young DR Officers of the Company. But BSNL Management shown a very ignorant attitude towards all these vital burning issues and kept these pending for more than 10 years long time, citing one or other reason/self built excuses.
    • Ultimately our association AITEEA left with no choice except to adopt a path of Protest, which we never thought a good for the Company and its employees.
    • RLC appreciated our concern and immediately spoken to the GM/SR BSNL and asked him why such an undesired approach is being taken by the BSNL management towards the genuine issues of the officers.
    • GM (SR), while recognizing the genuineness of the issues, assured the RLC that all needed steps would be taken to settle the issues of concern. He said wherever there is any sort of litigation involved, a view of ASG is sought for. GM (SR) assured him for a time bound settlement of the issues to the maximum extent of feasibility.
    • On this the RLC(Central), Delhi appealed the GS AITEEA to defer the proposed mass protest at least for a month and help in maintaining an industrial peace in the Company, also keeping in views the important services BSNL offers to the citizens of the country.
    • There after one Meeting of GS AITEEA with GM (SR) also conducted in which he assured GS for the due consideration and time bound settlement of the issues.
    • Taking account of the mediation & further appeal made by the RLC (Central) and assurance from the BSNL Management, AITEEA CHQ decided to defer the proposed Mass Protest wef the 7th Jan till further notice.
    • AITEEA extends its heartfelt thanks to all those friends, who have shown their willingness to fight against the injustice met to us. We are specially and much thankful to those officers who are posted at distant places and had planned to be a part of this protest program and booked their journey tickets for the same.

      31.12.2018: AITEEA meeting with the GM(Pers) on the DPC:

    • Today AIP, AITEEA along with the FS met GM (Pers.) on the issue of promotion from JTO (T) to the SDE (T) cadre. We stressed upon for the immediate release of the promotion order, as was assured to us earlier by the various authorities of BSNL.GM(Pers.) told that they are putting in their best for the early issuance of the promotion order but due to some new issues brought in at last moment, a little more time is needed to settle/resolve all those. We again told him that management must give a priority and the due consideration on the issue as, thousands of the DR Executives are waiting for their very first promotion in BSNL since years together. A friend, as is clear BSNL management seems to be more interested in slackening this DPC rather in issuing the order.

      29.12.2018: Meeting of GS, AITEEA along with AIP, VP & FS, AITEEA with Hon. Director (HR) & GM (Pers), BSNL Corporate Office on DPC Issue on 28.12.2018:

    • The issue of the DPC for all the DR JTOs of 2007 & 2008 bathes was discussed with Madam Director HR in the presence of GM (SR) & OSD. Madam reiterated In principle approval of these promotions. At the same time, Madam also mentioned that all these promotions are subject to withdrawal of the OA at Ernakulum CAT apart from the dilution of the Contempt petition.We argued and countered that OA and contempt is no way a hindrance to the issuance of the promotion order.Fact being one set of executives from PR side given promotion and the due promotion to the other set of executives from DR quota denied,which only lead to such a situation.If promotions to the DR executives are being issued,it would automatically dilute the contempt of the court.Instead of citing contempt case again and again BSNL management must actually think of, on whose undue pressure such violation of the court direction committed. She also mentioned that roster maintenance/ST promotions may also be taken care of by Personnel section in the light of the recent meeting with the Parliamentary Committee as several leaders of the SC/ST associations approached Parliament for the same.
    • A separate meeting with the GM (Pers.) on the same issue in the presence of our friends from 2007 & 2008 batch also happened. GM (Pers.) was taking pretext of the promotions of ST community in the light of the recent pressure meeting with Parliamentary Committee and by virtue of which he was trying to delay the process & exclude a major no. of friends from the 2008 DR batch.
    • When it was raised that why it was not taken care during the earlier promotion of the JTO to SDE order dated 15.06.2018 and AO to CAO promotions on 20.11.2018. Why always WE are the target? GM (Pers.) had no answer to this question and later he asked us to discuss the reservation issue with GS SEWA & settle it.
    • Pursuance and Patience seems to cross it s all limits and time has come to get united for all our sole issues and common cause. Time is demanding to act rather unnoticed & never ending futile pursuance thereof.
    • Please join Mass Protest w.e.f. 07.01.2019 if all of you are really willing to settle it.
    • Rest is your will ultimately it is your own career.

      21.12.2018: AIP met GM(Pers.) on the DPC issue:

    • Today, AIP, AITEEA visited corporate office and discussed the progress on the DPC for the JTO(T) to SDE (T). GM (Pers.) even tough told that the formalities are almost over but surprisingly seems not committal on issuing the order before the 1st week of January. It was clearly told by the AIP that officer s have already shown much patience and now no more must be expected by the management and requested him to ensure it well within the Dec-2018 itself.

      19.12.2018:Update on the DPC for the JTO(T) to SDE(T):

    • Today GS, AITEEA visited Corporate Office and met GM (Pers.) and other concerned officers involved in the DPC process.GM (Pers.) told that the needed formalities on the DPC are in the last stage and efforts are being made to complete it and issue the promotion order as early as possible, after taking a final nod from the Hon Director (HR).GS conveyed him the resentments among the DR officers, as it has passed almost six month since the process of the DPC started in June-July.
    • GS requested him not to delay the due promotion of the executives anymore and issue it immediately. GM (Pers.) assured the promotion to the officers within a week or so. Let us hope a positive news very soon.

      10.12.2018: Mass Protest notice served by AITEEA to the BSNL management on the issues of direct recruits.

    • Today, AITEEA served a Notice on Peaceful Mass Protest to the BSNL management on the long pending HR issues, affecting adversely thousands of young direct recruits of BSNL. We repeatedly presented these issues before the management and requested for their settlement, but unfortunately no head was given to these genuine and legitimate issues, resulting in a huge resentments and frustration among the suffering officers. No CPSU in the country, one can find where an Engineering Graduate officer is being denied for his/her 1st promotion in as long as a 10 years of service in the organization. Similarly you can also not witness a CPSU, where the Pay Scale of thousands of executives could not be finalized in a decade and they are kept in a degraded Pay scale.
    • AITEEA never adopted or advocated a path of agitation to get the HR issues settled rather wanted to keep them busy in maintaining the services of BSNL in such a crucial phase of the Company. But such principle cannot be continued any more at the cost of the minimum aspirations of the young executives of BSNL, who are being discriminated repeatedly in one or other way. Earlier being put on suffering side on pay, now again their due promotion is not being given citing one or other illogical reason and on the behest of some vested interests. Surprisingly the same BSNL management use to issue the promotion order for the less qualified promote officers in the late night and get the circle offices opened even in weekly off days to get their joining accepted but searching for all the way to stall the promotion for the Graduate Engineer/ officers of BSNL. By doing so, what message actually BSNL management wants to convey among executives is beyond one s comprehension. Whether such an act will result in the betterment of the Company? Or will it motivate officers to put in extra efforts for the good health of the company?
    • So, all the friends/ DR executive fraternity is being requested to gear up and get prepared for a conclusive battle for our own cause. It is a do or die situation in BSNL for the young officers of BSNL.We have already lost everything here, so are in a nothing to lose position. Please fight only to get the due respect and recognition for you in BSNL.No one here will care for you till you show your presence,united strength in true sense.

      06.12.2018:GS,AITEEA visited Corp Office and met Hon CMD and other officers on the DPC issue:

    • GS, AITEEA visited Corp Office and met various responsible officers of Pers. Cell on the DPC issue and discussed the status on it. None of them seems to be ready for moving forward on the DPC and issuance of the promotion order to the DR lots. In the day long meetings of GS with various officers resulted in no concrete/ positive outcome. Management s internal meeting on the issue also could not reach on any conclusion, as learnt. As nothing positive came out of the meeting of GS AITEEA with these officers for the DPC, GS decided to meet Hon CMD on the issue.
    • Later GS AITEEA met the CMD sir at around 6 PM and apprised him the resentment among the officers for unnecessary delay in the promotion. Hon CMD mentioned that he has already conveyed his view to HR wing on it. Thereafter a meeting of the DGM Pers. & OSD took place. Lets us see if any effect meeting the CMD, once tomorrow GM level officers will meet. We are hopeful for tomorrow that only can be said by the time.

      27.11.2018:GS,AITEEA met Hon CMD,BSNL and other officers on the DPC/pay-loss issue:

    • Today GS AITEEA along with AIP met Hon CMD, BSNL and reminded him for the pending DPC/promotion for the SDE (T) post i.r.o. the Direct recruits. Hon CMD told that necessary direction has already been conveyed to the Director (HR). As Director Madam is out of station, he will wait till 30th Nov (It seems he want to look into only after 30th November).
    • GS also reminded him on the pay loss issue of the 2K7/2K8 batch JTOs. A presentation/reminder on the issue also served to the Hon CMD in the light of P. Savita D S Nakara case.GS told him that no company can flourish, keeping thousands of its young officers in demotivated state and requested him to do needful on the issue.
    • After this both the GS and the AIP met OSD to the Director HR and enquired the status & the view of the Director (HR) on our DPC issue. He said that a reminder was already sent to the GM (Pers) for completing the DPC process. After request from the AITEEA, one more reminder from the OSD again sent to the GM (Pers) today itself.
    • After getting these updates on the DPC from the Hon CMD and the O/o the Dir(HR) both the GS and the President met GM(SR) on the issue. He categorically denied any promotion before 30.11.2018.
    • Finally both met the GM (Pers). A heated argument took place with GM(Pers), as it was well clear that Pers. cell is working in a close synch with and on behest of an association and is taking the stand accordingly. As the hurdle of contempt is definitely going to settle today or tomorrow in near future but Per. cell seems to be in a plan of bringing another roadblock in our promotion and is not ready to go with promoting the Direct Recruits in any circumstance. GS told him clearly that if the necessary steps not taken to effect the due promotion of the DR executives, AITEEA along with the young officers of the BSNL would be forced to take a step, which AITEEA never advocated for the settlement of the issues.
    • Friends, be ready to reach the Corp. Office on one call to snatch your right on any day after 1st week of Dec,as it is clear that Pers. Cell/BSNL management is not serious on any issues, affecting the young executives of BSNL.

      02.11.2018:GS,AITEEA met Hon CMD on the DPC/pay-loss issue:

    • Today GS AITEEA had a meeting with the Hon CMD, BSNL and discussed the issue of the DPC and the pay loss i.r.o. the E1A recruited executives. GS apprised him with the demoralization and the resentment among the suffering officers over the DPC issue.
    • He also submitted that most of the officers have decided not to celebrate the Diwali festival, protesting the non-issuance of their long pending promotion order by the BSNL management.
    • It seems, he is not happy with the contempt petition, but GS AITEEA told him that the issue is mainly DR vs PR. Promote have already been awarded their promotion and if management decides to go for promoting the direct recruits also, the contempt will automatically gets diluted. If it is not done, it may give a sense of favour to one section.GS tried his best to melt the ice and we are hopeful for a positive action from the BSNL management.
    • GS reminded him over pay loss issue also. On this, he told he has all the earlier discussion in his memory. GS quoted one recent RTI Reply of the DPE regarding initial basic pay of an executive, recruited in a scale and requested him to examine the issue in the light of it.Hon CMD asked to give a fresh representation incorporating the DPE reply in this regard. The desired presentation will be given to him within due course of time.
    • Friends keep in mind, Sufferers are the best to represent the issue.

      01.11.2018: GS,AITEEA wrote to the Sec, DoT on the left out issues of the 2nd PRC:

    • Today GS, AITEEA wrote to the Sec, DoT on the left out issues of the 2nd PRC in order to clear the doubts/illusion created by the various corners on the left out issues. It has been observed that people use to explain the left out issues of the 2nd PRC differently at different occasions and at different platforms in accordance to their suitability and convenience. The actual left out issues normally gets covered under other issues of interests of the vested interests .AITEEA therefore felt it necessary to apprise the BSNL management and the apex authority in the DoT with a detailed note on it. Also the issues pertain to the BSNL recruits and thousands of our friends are struggling since last around 10 years to get their rightful dues.

      24.10.2018: GS,AITEEA met OSD to the Hon Dir (HR):

    • Friends,Today GS,AITEEA had a meeting with OSD to the Dir (HR) and discussed the DPC/Promotion issue of the JTO(T) to SDE(T).GS told him that all the required data already reached the Corp. office, but no action yet been taken by the Pers. Cell to issue the promotion order. Since there is no stay on the promotion from any court, there should not be any reason to linger on the due promotion of the Direct recruited executives.OSD sir told us that Madam Dir(HR) is always ready for the genuine promotion of the officers but the final decision has to be taken by the Hon CMD only on the issue.
    • Meanwhile GS met Mr Prahlad Rai, the GS AIBSNLEA and discussed the way out for the early promotion of the JTOs waiting for it. A joint presentation of the AIBSNLEA & the AITEEA submitted to the management in this regard. It was also decided that a meeting with the Hon CMD would be arranged shortly and all efforts would be made to convince him on the issue.

      22.10.2018: An Appeal:

    • AITEEA has started a twitter campaign for the early conduction of our DPC and promotion. All are being requested to take part in it by publicizing, tweeting/re-tweeting with comments and making it a success. Friends, it must be done irrespective of one's association belongingness, as it is for a common cause and to make our pain and agony reach the top BSNL management for settling our genuine and long awaited promotion.
    • If our DPC issue get well noticed through this campaign on twitter, we may get a desired result as it is well justified. Promotion order of the promotes already issued 4 month back itself and there is no stay order from any court on it.

      09.10.2018:GS,AITEEA met Hon Dir (HR) and discussed on the DPC issue:

    • Friends,
    • Today the meeting of the AITEEA with the Hon CMD, BSNL, as was scheduled could not take place due to some urgent call from the ministry. Later on a meeting with the Hon Director (HR) took place on the DPC issue.
    • GS, AITEEA stressed upon for the early conduction of the DPC and promotion of the executives, waiting for their first promotion in BSNL.It was conveyed by Madam that Hon CMD, BSNL has directed us to wait till outcome of the contempt case, before moving further on the DPC.GS told that Management should agree for the due promotion of the executives, which should have happened 5-6 years back itself in the normal condition. Moreover they are the innocent people and working sincerely for the good health of the Company and BSNL management must respect their minimum aspiration in the best interest of the Company. GS, AITEEA requested Madam for the early conduction of the DPC, as neither there is any change in the litigation status, as was there on 15th June nor the Hon court has prevented BSNL to effect the promotion order. At last after listening all the points raised, Madam asked us to have patience and she would be releasing a DO letter very soon.
    • Friends it is very surprising that after a mammoth effort of the 2k7/2k8 friends across the circles, the SCR/AIEL data and the required VCs send to the Corp office, despite several resistances in the Circle offices. Now after all the data reached the Corp Office, the due DPC and promotion is being delayed for one or other reason. We are not ready to hear any excuse from any corners .We will fight for the early conduction of the DPC/promotion.
    • BSNL Management should either effect promotion to all the eligible officers for whom the required particulars are with them or revert the officers, promoted in the midnight of 15th June All please be united and add up your voices demanding the DPC/Promotion right now.

      28.09.2018:GS,AITEEA along with AIP and FS met Hon Dir (HR) on the DPC issue:

    • Today on 28.09.2018 General Secretary AITEEA along with AIP & FS AITEEA scheduled a meeting with Hon. Director HR madam in presence of OSD to Dir HR and discussed on the DPC for JTO to SDE in Telecom Stream. Madam assured timely promotion. GS apprised about pending SCR of AP & TS Circles. Hon. Madam instructed PGM (Pers) to update on the pending SCR & make a reminder note in this regard to the concern Circle Heads. Madam apprised GS that on Monday petitioners of contempt are coming to meet her. AITEEA is consistently pursuing & clearing all the obstructions before our promotions.
    • Later on more than 2 hours discussion lasted in the chamber of Hon. OSD to Dir HR with GS & AIP AITEEA and important feedback given on the DPC issue.
    • Friends, DPC is sure to happen for the JTO(T) to SDE(T) and we may get our due promotion very soon . We are in constant touch with the top BSNL Management.

      07.09.2018: Reminder letter to the circles issued:

    • In response to our yesterday s meeting with the GM(SR) and OSD to the Hon Dir(HR) on DPC ,reminder letter issued to the circles for sending the required SCR and VC of the JTOs up to the RY-2008 before 20th of this month.
    • All the Circle office bearers and volunteers are requested to work on war footing basis for the timely submission of the data thereby enabling the CHQ to further pursue for the early conduction of the DPC.

      06.09.2018: GS,AITEEA met GM(SR) and OSD to the Hon Dir (HR) on DPC issue:

    • Friends, in Continuum of the earlier meeting of AITEEA on 24.08.2018 with the Hon Dir (HR) on DPC issue, today GS AITEEA met GM (SR) and OSD to the Hon Director (HR) on the JTO to SDE promotions, pending in Telecom stream.
    • GS apprised BSNL management that cent percent SCR can not be achieved in one go and BSNL Management should not wait for the same ideal condition to effect the promotion order. Rather BSNL management should start conducting the DPC with the necessary undertaking from the executives (if any).
    • Further GS requested OSD to the Hon. Director (HR) for an immediate time bound reminder to the circles regarding submission of the SCR/VC and for the strict following the time line to comply on this important issue, concerning thousands of the young officers of BSNL.
    • OSD Sir assured that the matter is being taken up with the Pers. cell repeatedly for issuance of necessary reminder, as asked to the circles. It was also confirmed that in the first phase 4500 seats under SCF quota will be filled. They responded positively for the conduction of DPC within this month.
    • The reminder letter may be issued/uploaded today itself or by tomorrow.
    • Friends keep on extending your support; AITEEA will try its best to get the promotion order issued at its earliest.

      24.08.2018: AITEEA meeting with the higher officers in the Ministry on the Pay loss issue:

    • Today,as scheduled a meeting of the AITEEA took place with the OSD to the Hon MoSC, the Sr officers of the DoT and the BSNL on the pay loss issue of the E1A recruited executives .
    • Following Officers of the DoT and BSNL management were present in the meeting:
    • Shri A N Rai,former-CMD,BSNL
    • Shri Saket Kumar,IAS and PA to the Hon MoSC
    • Shri Pawan Gupta, Director,PSU in DoT
    • Shri Keshav Rao, GM (Pers.), BSNL
    • Shri Sheo Shankar Prasad, DGM (Estt.)
    • From the Association side GS,AITEEA Shri Manoj Singh and AGS Shri Jitendra Nath participated and presented the issue.
    • The officers from the DoT and the BSNL cited the court verdict again and again in the Shailendra case and told there is no scope to give any benefit as desired by the association AITEEA.GS opposed this and pleaded that the case lost by an individual in the court of law due to the improper documentation and lack of the fund can not be generalized and imposed on all the suffering executives of BSNL.GS,AGS contended referring the judgment of the Hon Supreme court in the P. Savitha case also and requested to examine the issue in the light of the judgment. But they did not agree to it. Actually it was felt that the officers from the DoT and the BSNL management were not at all interested to go into the merit of the issue rather were having a pre-decided mind set for not to settle it.
    • On our submission that the BSNL management has already resolved similar anomaly by allowing special dispensation at three occasions, Shri A N Rai sir told that BSNL did it optionally and they can do it for other E1A recruited also but we cannot direct BSNL to do so.
    • We also raised the issue of the standard pay scale in the meeting and asked why we are still continuing in a temporary scale despite serving more than 8-9 years in BSNL.Dir(PSU) told it has already been finalized by the DOT and the PO in this regard has also been issued. We asked him how can DoT finalize an intermediate scale,Did DoT take any approval of the DPE?On this he had no reply but said let the comments if any come from the DPE.Facts being DPE had already rejected the intermed. Pay scale of BSNL and DoT years back.But it seems that DoT is not ready to replace the E1A with the Standard Pay Scale E2.
    • Friends, AITEEA tried its level best and arranged meetings with the Hon MoSC again and again and also succeeded in his kind intervention on our issue. Despite all these efforts, we are empty handed only. No one either from the BSNL management or from the DoT is ready to see the loss as being faced by the executives. Instead of adopting a positive mind set to resolve this long pending issue,they seem to be much busy in searching the negative points if any to justify their stand on the it.AITEEA is of the firm belief that such HR management is in no way going to help the company.
    • Friends, AITEEA is not going to give up rather after discussing the today s meeting with the CHQ and other core members, shortly we will come with our next course of action. We will explore all the possibilities which may take the issue to its conclusion.

      24.08.2018: GS and AGS met Dir (HR),GM(Pers) and the GM(SR):

    • Later we had another meeting with the GM (SR)on various issues.Thereafter with the Director HR in the presence of GM (Pers), OSD to the Director HR & DGM (Estt.) on the DPC issue for the JTO to SDE posts. We requested Dir (HR) madam that in the name of the court cases and thereby dispute on the criteria for deciding the seniority, our DPC should not be put on a break. It must be conducted and promotion order needs to be issued as was done recently for the promotes. We requested her to take all the steps ,as required to expedite the DPC. BSNL management agreed over this but asked us to wait till the last week of the month.
    • We raised the pay loss issue also before the Dir (HR).It was informed that the pay issue is under the examination of the BSNL management and not yet concluded.We are advised to discuss the same after the DPC row gets over.

      21.08.2018: An appeal

    • Dear executives fraternity of BSNL, as you are well aware that to bring our long pending and justified pay issue into the notice of the higher authorities, AITEEA has started a campaign on twitter. Please take this tweet/re-tweet count to thousands in order to bring our long pending issue of standard pay scale on the discussion table of the highest authority in the Ministry. Make it a movement on twitter, so as to attract the desired attention of the Hon MoSC and other Sr officers in the department for the settlement of this very genuine issue, pending in DoT since long back.
    • Even though the meeting in the ministry on 24th August is about pay loss/anomaly issue but if our tweet count reaches in thousands, the discussion may take place on this important issue also in the background of the speaking order of BSNL.

      02.08.2018: GS & AIP, AITEEA today scheduled meeting with Hon. CMD:

    • Today GS and President AITEEA met Hon CMD on the main issues of concern for the young DR executives of BSNL i.e. the Pay Parity and the DPC for the JTO(T) to SDE(T).GS,AITEEA conveyed the resentments of the suffering executives of the 2k7 & 2k8 batch JTO to the Hon CMD and requested for his kind intervention for an early resolution of the same.
    • On the pay parity issue Hon CMD sir assured that he will direct the Est. cell to re-examine it in the light of the Hon SC judgment on P Savitha case.
    • On the DPC and promotion of JTO to SDE under seniority quota he told that needful would be done by the Pers. Cell and advised to get regular updated from there.

      02.08.2018: GS and AIP met the GM(Pers) and the GM SR:

    • Today General Secretary & President, AITEEA met the GM(Pers) and the GM(SR) and held discussion on the issues in focus.
    • Discussion took place with the GM (Pers) on the progress in the preparation of the AIEL, and other preparatory works for the DPC i.r.o. the promotion from the JTO (T) to the SDE (T) cadre. GM Pers. seems to be non-committal on the conduction of DPC for all the executives up to the RY-2008.GS made it clear to him that the due right of the executives can't not be withheld on one's pressure ,may be it from any corners. On one side in CPSU its 5 yrs period prescribed for each promotion, how can one deny a promotion to the executives, who have already served more than 8-9 years as a JTO.GS requested to ensure that all the eligible officers get their due promotion, before switching over to the CPSU, as vacancies are sufficient to do the same.
    • Later on GS and AIP met the GM(SR) and discussed both the issues of Pay and Promotion.We requested GM(SR) to take up the issues to the concerned verticals for their early resolution and he assured for the same.

      25.07.2018: Latest Update:

    • Friends,
    • Don't lose heart but stand up, unite and fight against the injustice. All the negative forces are active and conspiring to stop the ongoing pre-preparatory work for the conduction of the DPC for the vacant SDE(T) posts.
    • You all are aware of the fact that despite our repeated logical and justified representations before the management for the suitable relaxation in the CPSU draft to the most suffering executives of the 2k7 and 2k8 batches in terms of their lost service for the promotion ,it was not considered due to the pressure from one or other corners.
    • AITEEA demanded and suggested that their total service in the scale E1 and E2 be added together for considering the promotion to the Sr Manager Grade and suitable relaxation may be provisioned accordingly like done for others in the AGM promotion. But they did not agreed for this also. This was the suffering level when CPSU was proposed to get implemented w.e.f. 01.01.2017.Now once Board approved it with current date, the loss of the service to this group of executives widened further.
    • When before the implementation of the CPSU cadre hierarchy, all including the management started demanding and conducting various DPCs on war footing basis, why it is not for us? Despite availability of thousands of vacancies and eligible officers waiting for their promotion since long back, they kept a big silence on the DPC for JTO (T) to SDE (T).Why such a partial approach towards us? Because, we are not united.
    • Friends, BSNL must fill all the vacancies of various posts up to the date of effect of the CPSU through the existing RR, before switching over to this new promotion policy to avoid any major loss to the existing executives and also to avoid any further litigation. Let we together ensure this.
    • Please don't get deviated ,be united, make effort for getting all the formalities completed at the Field/Circle offices and required APR/VCs be sent to the Corporate office in time, AITEEA is ready to fight for our concerns legally as well as through organizational front.

      18.07.2018: Attention friends:

    • All the circle office bearers and other volunteers as nominated, Please put in your all out efforts to ensure the timely preparation of the Eligibility list in the JTO(T) cadre and sending it with the required APR/VC to the Corporate office, so that the AITEEA CHQ may pursue it for further necessary action and to avoid any delay in promotion.

      08.07.2018: GS visited Vishakhapattanam and attended a meeting organized by the officers of AP Circle:

    • On the invitation of the young officers of AP Circle, having serious concerns over the discriminatory approach towards the young direct recruits of BSNL, GS AITEEA joined them in a meeting conducted at Vishakhapattanam.
    • The issue of pay parity/22820 discussed in details. The steps taken by AITEEA for the resolution of the issue and the roles and stand of various associations on the same was discussed. It was told by the officers that the GS of the majority Association specifically denied the pay parity issue, two months back during his visit to AP and said that the resolution of the issue is possible, only after the finalization of the Std Pay Scale E2.GS AITEEA rejected his claim and explained the legitimacy and genuineness of the pay parity issue. Participating members shown their agreements with GS AITEEA and well appreciated the efforts of the AITEEA on the issue. GS Mr Manoj Singh replied to all the queries raised by the members. The future course of action to resolve the issue also discussed in the meeting. Members wanted a final call to settle the issue at earliest.GS AITEEA acknowledged it and assured for an appropriate action at appropriate time.
    • Later, the ongoing DPC for the SDE (T) posts, Standard Pay Scales for JTOs and SDEs of BSNL and proposed CPSU cadre hierarchy also discussed. GS apprised the members about the court cases filed by the AITEEA in the CAT, Kolkata and in the PCAT New Delhi on the Std Pay Scale and on the DPC issue respectively.GS explained them the very need of these legal remedies to ensure justice to the deprived officers of BSNL. The feedback and suggestions of the officers recorded by the GS to decide future action plan for the resolution of all these issues.
    • The meeting was attended by Shri Rajesh Kumar,Shri Kishore ji,Shri Surendra ji ,Shri Bhanu Teja ,Shri Shridhar ji,Madam Gayatri,Madam Manorama and other friends..

      05.07.2018: Update on the case in PCAT,New Delhi:

    • Friends, the case OA/2481/2018, as filed by the AITEEA on 02.07.2018 in the PCAT, New Delhi, requesting the Hon court to direct BSNL for the conduction of the DPC for the vacant SDE (T) posts up to current VY ,listed and heard on 05.07.2018.Hon PCAT issued notice to the respondent BSNL to clear its views on the grievances sought and why the vacant positions of the posts are not being filled up before the implementation of the new promotion policy i.e. the CPSU cadre hierarchy.
    • Friends, this all has been done as a precautionary measure to safeguards the interests of our batch mates from the 2k7 and 2k8.

      02.07.2018: Today s Update:

    • To ensure all the promotional avenues of the post 2007 Executives, apart from consistent persuasion with BSNL Management, AITEEA today finally filed a case in PCAT New Delhi, requesting for a direction from the Hon. Court to BSNL Management to conduct all the pending DPC up to the current VY in line with the DPC conducted in other stream & cadres before implementation of the CPSE Hierarchy.
    • Preparing the AIEL does not guarantee for promotion through DPC.
    • The intention of AITEEA is not to obstruct CPSE Hierarchy but to complete the remaining DPC in line with other DPCs before switching to CPSE hierarchy for a smooth and litigation free CPSE hierarchy.

      01.07.2018: Do we need to have an introspection ??

    • 1) The almighty association which has forced management to increase the DE level post to accommodate junior SDEs for promotion to DE.
    • 2) The almighty association which has forced management to increase the AO level post to accommodate the junior JAOs for promotion to the AO .
    • 3) The almighty association which has forced management to issue the JTO to the SDE promotion order at midnight, even without preparing the AIEL and by-passing the Hon Kerala high court judgment.
    • 4) The almighty association which has forced management to issue the SDE to DE promotion order at midnight.
    • 5) The almighty association which has forced CGMs to open circle offices on a holiday to make their joining possible on a back date.
    • 6) The almighty association which arranges a grand party for the BoD for the approval of CPSE hierarchy.
    • Please think our 2k7&8 batch innocent JTOs
    • Will it really be tough for this almighty association to get the Pay Parity/ 22820 approved in one go? No, Not at all. Actually they have no intention to solve it. So their strength is of no use for us.

      28.06.2018: GS and AIP met Hon CMD,BSNL

    • Today GS & AIP, AITEEA met with Hon CMD,BSNL on DPC & PAY issue. GS Sh Manoj Singh put up both the issues of Pay and DPC before him and reminded Hon CMD that the post 2007 batches are already suffering in Pay and if any discriminatory approach adopted on DPC/CPSU,it would result in widespread de-motivation and resentment among the young officers. AIP Sh Ashish Karan requested for the immediate conduction of the DPC to fill up all the vacant post of SDE(T) up to 2017-18, before implementing the CPSE cadre Hierarchy. CMD assured for conduction of the same and immediately directed concern vertical to take necessary action. On Pay parity issue also, he assured for a sympathetic look.     • Dear friends,Please come, join and strengthen your own association,AITEEA in the interest of all. AITEEA is well prepared and committed to protect the interests of all the young officers. Please support the association, which is really struggling/fighting for your cause.
    • Friends, after facing a discrimination in the pay,the evil designs of some corners is again going to harm us on promotional front. For the success of their such evil thoughts getting implemented, Who is more responsible? Whether any Association? BSNL Management? Actually none of them. We ourselves are the most responsible for our such a state, our fragmented strength is responsible, our wrong judgement and our wrong choice of association is responsible. Majority of us failed to sense the true color of those and strengthen such hands, which were and are being used to hammer our heads only. We failed to judge which association is working for us and which are involved in a continuous conspiracy against us.
    • No doubt, BSNL management also played a major role in putting us to the suffering side on the behest of one or other. The role of the management seems to have been taken over by some of the associations.HR policies are not being designed in line of the other reputed CPSUs with a focus on increase in motivation level of the officers, performance based work culture or increase in business or quality of services, rather decisions are being taken to appease some section of the employees or associations.It may be seen clearly that the most performing HR Assets i.e. the young Engineering graduates are being humiliated and De-motivated all the way.
    • Friends AITEEA is committed to bring all the dues of these officers to them.It is our responsibility now to take care of the Company s interest, its financial health and if anyone have ill desire towards it, we need to expose them,we need to weaken such negative powers, we need to fail them in doing so.

      25.06.2018: GS met with Hon Director (HR)& GM(SR):

    • GS, AITEEA met Hon. Director (HR) & GM(SR)and requested for necessary direction to Personnel cell to conduct the DPC up to current vacancy year to fill all the vacant posts of SDE (T), before switching to the new promotion policy via CPSU Hierarchy .Madam Director recognized the genuine demand/issue and assured for it. She conveyed through GM(SR) that modalities of conducting DPC within the specified time frame is being worked out and if need arises CPSU implementation may be deferred by a months and so. Later GS took detailed meeting with GM(SR) for all the issues in focus, including the DPC up to current VY and asked his kind support to and liasoning with various responsible verticals for their settlement.GM(SR) assured that he will make all his effort.

    • GS, AITEEA today met Com Prahlad Rai, GS, AIBSNLEA and discussed all the pending issues concerning the young officers of BSNL.The pay loss as well as conduction of DPC up to current vacancy year were in focus.Mr Rai extended all his support to settle these important issues, AITEEA thanks him for his kind gesture towards settlements of our burning issues. .

      25.06.2018: GS met a renowned lawyer and took legal opinion on the ongoing DPC/CPSU:

    • GS, AITEEA met a renowned lawyer regarding non-conduction of the DPC for the executives and explored the legal opinion on it and how it may be used to provide relief to the deprived executive community.AITEEA, CHQ is keeping close observation on the day to day developments on the issue and will not hesitate to take legal remedy, if situation demands so, in the larger interests of executives. .

      14.06.2018: GS met OSD to the Hon MoSC,On pay fixation issue of E1A recruited JTOs:

    • In continuum to the meeting with the Hon MoSC on 31.05.2018 on the pay loss issue,GS AITEEA got a call from the office of the Hon Minister to represent the issue in detail.Today GS AITEEA along with Mr MPS Tomar,CS ALTTC and Executive member Smt. Jyoti ji visited Sanchar Bhawan and met the OSD to the Hon. MoSC regarding the same and represented the issue with all the justification.GS requested the OSD for issuance of the necessary direction to BSNL management to settle the issue at its earliest.

      14.06.2018: GS met the GM(Pers) and the Joint GM(pers) on DPC issue :

    • GS,AITEEA along with Mr MPS Tomar,CS ALTTC visited Corporate Office and had a discussion with the GM(Pers) and the Joint GM (Pers) on DPC for the SDE (T) post. GS requested him to conduct the DPC up to the current vacancy year to accommodate all the eligible officers, waiting for their first promotion in BSNL since long back.GS told him that eligible officers are there, sufficient vacancies are also there then what is preventing them to go for it. It is also very much necessary to compensate at least some service, they are losing w.r.t. the promotion on account of the proposed CPSU wef 01.07.2018.Joint GM (Pers) told as LDCE not yet held for the remaining vacancy years, it is not possible to go for the DPC for those vacancy years. Even though there is no such clause in the SDE RR,which makes it mandatory for conducting the LDCE first for a vacancy year, Joint GM(Pers) seems to be non-committal on the DPC up to current vacancy years, citing one or other reasons. Friends it is a matter of great injustice to the young officers of BSNL, particularly to 2007/08 batch JTOs,as they are again going to be on suffering side due to their 8-9 years service rendered in JTO cadre would be treated as 5 years only in the CPSU cadre hierarchy. So it is being requested all, please get united and be prepared for the struggle against all such things happening in BSNL targeting the young officers only on behest of one or other vested interests.

      31.05.2018: GS met the Hon Minister of Communication again on the Pay parity issue..

    • Today GS,AITEEA along with Madam Jyoti met Shri Manoj Sinha ji, Hon MoC,on the pay parity issue of the E1A recruited executives.GS recalled his earlier meeting with him and told the Hon Minister that despite the intervention from his good office ,BSNL management had just given a superficial look on the issue and replied the Ministry accordingly. They have not gone through the contradictions in the Committee report, as was submitted by the Association AITEEA and are in a denial mode to resolve this genuine issue, affecting thousands of young officers of BSNL. GS explained him in detail the loss to the suffering executives in comparison to even the Pre-revised scale/pay and requested for his intervention to settle it.

      17.05.2018: NFS Project Gets a Bump of Rs 11,330 Crore, BSNL to Complete Work in 24 Months

    • The Cabinet Committee took a major decision related to the network for defence services on Wednesday. In a turn for releasing spectrum held by armed forces, the government has agreed to allocate higher budget for laying alternate communication network for the defence sector. The Network for spectrum project (NFS) will witness the bump of Rs 11,330 crore in its budget. Besides that, Rs 13,334 crore has also been allocated by the committee for infrastructure in July 2012. The project which will be completed over a period of 24 months is being held by Bharat Sanchar Nigam Limited (BSNL).

        28 .12.2017: GS AITEEA met GM (Est.) ,BSNL and raised the pay parity issue.

      • Today After meeting the GM (SR), GS had a meeting with the GM (Est.) on the issue of pay parity to the JTO-2007 and 2008 batches.
      • In the discussion it was told that the financial implication involved in settling the issue is too much.GS raised a serious objection on the creation of confusion and illusion by some of the officers and trying to equate the 2007-08 batch direct recruited JTOs with the other post 2007 JTOs and thereby giving a heavy figure for the financial implication involved in the issue settlement.
      • Friends,Since the beginning of the committee formation in Jan 2017, the majority association SNEA is trying its level best to derail the issue settlement by putting a demand of pay parity for all the post 2007 JTOs again and again, despite knowing all the facts that the direct recruited JTOs of 2007 and 2008 batches are recruited under different recruitment rule,at different pay scale and their pay issue is distinct from other post 2007 JTOs.
      • The stand of the majority association SNEA towards settlement of our long pending and genuine pay issue is well known to all. The inclusion of the section of the employees on the behest of one or other and calculation of the financial burden for which the pay issue is already a settled one, is nothing but a negative approach to derail the issue.
      • Friends from the deprived executive community, will have to take a final call on any support to the majority association SNEA and now there should not be any confusion in ones mind regarding SNEA role in derailing the issue from its settlement.

        28 .12.2017: GS AITEEA met GM (SR),BSNL and raised the important issues of the young officers.

      • Today our GS Mr Manoj Singh met GM (SR), BSNL CO and raised the issues of long pending rule-8 transfer cases of the executives. It was conveyed to the BSNL management that very casual approach is being adopted by some of the circles in settling the due transfers of the executives, even after serving for more than 7-8 years in the recruiting circles. The non-settlement of their long due transfer given birth to a genuine resentment among the officers, which is neither good for the company nor for the officers.GM (SR) assured to take up the matter to the concern circle heads for the issue be given a due consideration.

      • Today, as per the schedule, GS AITEEA had a sufficiently long discussion with GM SR & OSD to Director HR on the proposed CPSE cadre hierarchy.GS conveyed the concerns of the young officers clearly to the BSNL Management. We demanded following changes in the draft to give justice to all.
      • 1. Residency period, as required for the promotion to the post of Sr SDE/Sr Manager must include the services rendered by the executives in both the cadre/grade i.e. in the JTO/Deputy Manager cadre & in the SDE/Manager cadre and it should not count only the services in the SDE cadre. It should be incorporated in the draft on the same line, as provisioned for the promotion to the post of AGM.
      • 2. No External MT recruitments should be done and all the vacancies must be made available to the meritorious executives as a fast track promotion with an upper age limit as 45 years.
      • Some faster promotion mechanism must be provisioned for the qualified and direct recruited executives.

        13.12.2017: AITEEA moved one more steps towards strengthening the Association:

      • Today with the effort of our GS Mr Manoj Singh and other well wishers of the young executives community, we succeeded in forming the circle bodies of the INMARSET, ERP and in restructuring the ALTTC circle body and thereby AITEEA moved one more step towards strengthening the Association and ensuring its pan India presence.       • Com.Prahalad Rai, GS, AIBSNLEA retired from service on superannuation on 30-11-2017.         29.11.2017: GS met GM(Pers) and had a discussion on the CPSU draft.

      • Today, as per the schedule, GS AITEEA Mr Manoj Singh met the GM (Pers) and represented the views/concern of the association on the proposed CPSU draft.GS apprised the BSNL management with the genuine concerns/demands of the young executives of BSNL on the draft and particularly of those officers, working in the higher scale than the post JTO since last several years, but for whom no relaxations have been provisioned in the CPSU draft. These officers even after completing all the eligibilities years back have not yet been given even a single chance to appear in the LDCE for their promotion. So they have all the right for a relaxation in the draft. GS asked for a suitable change in the draft, provisioning relaxations for this group of executives in their further promotion to the higher grades by giving a justified weightage to their service as an executive in BSNL. GM (Pers) appreciated our concern and assured to examine the demand with a positive and serious look.GS also requested him to drop the idea of recruiting MT or make it a fully reserved for the internal candidates as a fast tract promotion to fill up the vacancies at the higher managerial posts, given the fact that there is no dearth of young, qualified and experienced officers in BSNL.
      • After concluding the meeting with the GM (Pers), later our GS took a meeting with the GM SR on the other important issues & relieving of the Rule 8 transfer cases of BBNW Circle.GM (SR) assured to take up the matter with the concerned authorities for an early settlement of the same.

      08.11.2017: GS, AITEEA met Smt. Anima Roy, GM (Estt.) and requested for the early resolution of the pay parity issue of the JTOs recruited at E1A.

    • Today our GS Mr Manoj Singh met GM (Estt.) and requested her for the early resolution of the pay parity issue of the affected young executives of BSNL, recruited at the pay scale E1A. GS explained that the PO issued by DoT on 27.03.2017 is nothing to do with the pay fixation issue and is being miss-interpreted by some officers of the BSNL, so it needs to be looked into its true sense. He told Madam that these young executives have full belief on BSNL management for the resolution of their genuine and legitimate issues and never adopted a path of agitation for the same. They assumed that BSNL management will take care of their pay issue later or sooner and focused their whole hearted efforts only on improving and popularizing the BSNL services. But with the latest development on the implementation of the 3rd PRC in BSNL and sidelining this heartening and long pending issue of a small but important group of executives given birth to a sort of apprehension in their mind. Any further delay in the settlement of the issue may result in an irreparable loss to the motivation level of these Executives. Facts being that the 3rd PRC implementation is again going to widen this pay disparity further, if it is not being addressed and therefore needs an immediate resolution. Madam listened the issue patiently and assured for the re-examination of the issue with positive mindset for the resolution of this important issue related with the young executives of BSNL.       31.10.2017: GS met Hon CMD, regarding issues of BSNL Executives. "

    • Today GS, AITEEA visited Corporate Office and met our beloved CMD, BSNL for the early resolution of the long pending issues pertaining to the young officers of the BSNL.GS brought all the pending issues of the Executives to his notice in detail including the Pay parity, Promotion (LDCE/DPC) and pending Rule-8 Transfer cases of the Executives. The focus was mainly on the core and burning issues of Pay Parity for the 2007-08 batch JTOs.GS made him aware of the strong resentment among the young Executives of the BSNL due to the non-resolution of their long pending and legitimate pay ,promotion and other issue and pleaded him for his timely intervention for the early resolution of the same, as keeping these issues pending or applying any delay tactics will result in a demotivated young officers in BSNL,which is not at all desirable for the growth of the Company. He also made Hon CMD aware of the negative and discriminatory approach adopted by some of the associations towards the pay and promotions issues of the young Executives and made it clear that any recognition to such approach of vested interests by the BSNL management will have a negative impact on the growth of the Company and young officers are not going to tolerate any injustice met to them.       On 22.09.2017 AITEEA WBTC and CTD Team met Director (HR) today regarding our pay loss issue, during her presence at Kolkata in the AIBSNLEA conference.

    • The team represented by Mr. Prasant Nag,Mr Subhankar Rana,Mr Vineet Singh and Mr. Jayanta Kumar, stressed upon for an early resolution of the Pay loss issue related to DR JTO 2007 and 2008 batches. They also focused on the point that with the approval of the 3rd PRC proposal by BSNL management and non-resolution of this long pending issue, our patience is not going to accompany us any more, so the issue may be given due consideration for its immediate resolution. After a patient hearing, Madam Director responded positively. Let us hope for some positive action on our core and crucial issue.       On 19.09.2017 General Secretary met Hon CMD, BSNL and reminds for the resolution of the pay parity issue of 2007-08 JTOs

    • GS visited BSNL Corporate Office and have a short discussion with CMD, due to his busy schedule and requested him to have a serious look on the pay loss issue of JTO2007-08 batch JTOs.CMD assured to look into the case.

      On 16.09.2017 AITEEA filed a case at Hon CAT, Kolkata against the DoT`s illogical and unilateral Presidential order No. 61-2/2016-SU dated 28.03.2017.

    • AITEEA has taken the presidential order of DoT on the degradation of our pay scales as a challenge and decided to fight against it in all the possible ways. Accordingly, on dated 15.9.2017,AITEEA, Kolkata team has filed a case in the Honorable CAT, Kolkata against the DoT order No. 61-2/2016-SU dated 28.03.2017 to quash the order and direct the DoT to approve/award standard pay scale E2 to the JTOs of BSNL and keep implementation of 3rd PRC pending till then. We are aware of the fact that the DoT unilaterally decided the fate of the thousands of our young executives and degraded the status/Pay scale of the basic and core executive cadre of BSNL.Inspite of repeated proposals from BSNL management for the approval of standard scale E2 for JTOs, as per the DPE guidelines, Dot issued this Presidential Order, sidelining the justified and genuine proposal of BSNL. Friends, AITEEA is committed to take all the required steps to safeguard the interests of our executive fraternity and also will fight with its full capacity against all other injustice met to us on pay, promotion etc. Friends as E2 scale will not only upgrade our scale but gives financial benefit also .So we can't leave this issue like those who were benefited through scale only and would not get monetary benefit in E2 - E3.

    On 08.11.2017 GS met new GM (Est.) and presented our pay parity case before her.

  • As per the direction of Hon CMD, and accordingly subsequent meetings of our GS, AITEEA with the new GM (Est.) ,a detailed presentation was sought by the new GM(Est.), regarding our pay parity issue. Today the same was presented by our beloved GS Mr Manoj Singh, with all the relevant facts/figures and with full justification for our pay parity. Madam GM (Est.) seems to be convinced with the demand after going through all the facts presented before her and assured for an amicable solution. Friends, it is a very big achievement towards the resolution of our pay parity issues, as for the first time the main responsible vertical i.e. Establishment head of the Co. shown some positive and sympathetic approach to settle our long pending and vital issue.   • Pay parity issue of post 2007 JTO/JAOs recruited at E1A was again discussed with Honorable CMD in BSNL CO New Delhi.Honorable CMD told that despite negative committee report,he has directed HR wing to find way to resolve this issue. Later he was apprised by General Secretary that DR JTO/JAOs were getting demotivated due to their long pending Pay/Promotion issues. He was reminded that the issues of 2nd PRC are still pending & therefore it is need of hour to get the issue of 22820 settled at the earliest please. Honorable CMD has assured amicable resolution of this issue at the earliest.

    An Open Letter to All BSNL Employees, Unions/Associations & Management of BSNL

    "3rd PRC & BSNL: Overview, Need, Feasibility & Viability"

  • Overview:
  • This is the season of Agitations, Dharnas and Strikes in BSNL ahead of 3rd implementation. Mighty Unions and Associations of Non-Executive and Executives are getting ready and preparing their members for long fights to extract maximum benefits out of 3rd PRC. And what is this maximum possible benefit i.e. maximum fitment? We all know the maximum possible fitment is 15%, but for whom? For this, I would like to put some light on 3rd PRC recommendations, which says:- If the additional financial impact in the year of implementing the revised pay-package is more than 20% of the average PBT (Profit Before Tax) of last 3 financial years (FYs), then the revised pay-package with recommended fitment benefit of 15% of BP+DA should not be implemented in full but only partly,as per the part-stages recommended below:-
  • Stages/Additional Financial Impact of the full revised pay package as a % of average PBT of last 3 Financial Years/Fitment Benefit (% of BP+DA)
  • I More than 20% but upto 30% of average PBT of last 3 FYs 10%
  • II More than 30% but upto 40% of average PBT of last 3 FYs 5%
  • III More than 40% of average PBT of last 3 FYs Nil
  • Further, in case of improvement in future years in the average PBT of the last 3 FYs, the Board of Directors may decide to implement the full pay package or the higher stage of the pay-package, as the case may be, upon ensuring that additional financial impact of the revised pay package (i.e. sum total of the part stages pay-package already implemented in the earlier year and the remaining pay-package) do not exceed 20% of the average PBT of the last 3 FYs preceding the year of implementation.
  • BSNL is in continuous losses from last many years and it is very clear that it is not eligible for even 5% fitment and only IDA merger in Basic salary may be adopted in present situation. Though the losses of BSNL are marginally reducing but it still has long way to go and good thing is that 3rd PRC recommendations have given sufficient provision to make pay hike and provide fitment when a PSU come in profits, as mentioned above.
  • Feaseability & Survival:
  • Telecom market, now a days is on boil. All companies have shown negative trends with launch of Reliance Jio. Small and medium Telecom companies quit business or merged with bigger one and still there is big question mark on viability. Impact on BSNL is also visible. Our Landline is already in slumps and even Broadband has been impacted in last two quarters and worst hit is mobile ARPU. It means we have been hit in all segments and future is also not very hopeful. Latest example came in Broadband segment, where against the National targets assigned by Corporate Office to achieve 2 Lakh new BB connections in first quarter of FY 2017-18, we could achieved MINUS 2.5 Lakh connections and all (except Andaman & Nicobar) Circles were negative. On the other hand, reliance Jio on its launch, has added 100 Million means 10 Crore customers and is now eyeing 50 crore more customers with free 4G feature phone with Plans starting as low as Rs 153 with unlimited data, voice and SMS.
  • Where is viability & survival for the company which is already in huge losses. Our losses in year 2015-16 were Rs 3879 Crores. And if 3rd PRC is implemented in full as demanded by all Unions/Associations, BSNL need Rs 4200 Crores. Even if Pension Contribution issue (on actual basic pay) got resolved this figure will still stands at whopping Rs 2800 Crores. Already roughly 50% of BSNL income goes in Employees Salary and Pension. Do you think some magic will happen and BSNL will automatically turn around and will bear existing losses PLUS increasing competition PLUS increased Employees Salary/Pension contribution?
  • Any able minded person can answer this question as clear No. What will happen then, if still 3rd PRC implemented. The following may be possible scenarios:-
  • A. BSNL expenditure to its employees salary & pension (where pension share will be more) will rise above 70% and BSNL will need to take bank loans to pay for salary/pensions.
  • B. Gradually BSNL will start stumbling to its loan repayments and the payment of salary/pension will become irregular. That means we will not get salaries regularly but may be after gap of few months, as happens in cash ridden states.
  • C. Finally full break down may happen and BSNL may be declared a sick company or may be sold out to relieve the burden on Government.
  • D. Future of BSNL employees and pensioners will be in dark and no union leader will come to save your family.
  • Please do not take these things lightly because this very thing has been submitted by DOT in CAT Chandigarh for E2 E3 Standard Pay Scale Court Case.Reproducing as it is:-
  • ...Still further, it is brought to the notice of this Hon’ble Court that BSNL is one of the highest loss making CPSE in India and continuously making losses of more than Rs. 5000 crores every year since the last 7-8 years and may be categorized as incipient sick CPSE as per DPE guidelines....
  • Government has other short term solutions also i.e. to reduce the retirement age to 58 or reduce it further to 56 or to bring VRS or Compulsory Retirement Schemes to reduce Salary burden. In this case those who are in 50+ age today will be badly affected. This thing DOT has already proposed for MTNL i.e. bringing retirement age to 58 and then implements VRS.
  • Need of PRC in BSNL:
  • Do BSNL Employees really need 3rd PRC implementation or they can survive higher cost of living in current scenario. This is question of prime importance. To understand this, we need to divide BSNL employees into two categories, not on the basis of cadre or position but on the basis of a cut off joining date and that date is 01.01.2007 i.e. date of implementation of 2nd PRC.
  • Category I : Recruited before 01.01.2007:
  • Fortunately the formation of BSNL coincided with implementation of Ist PRC and BSNL absorbees got best deals in terms of salary, scales and pension. Thereafter 2nd PRC provided best ever fitment of 30% and BSNL employees also got benefits of 78.2% IDA merger resulting in effective increase of 37%. Absorption in BSNL plus these two PRCs resulted in huge pay packages for BSNL employees/executives. Our group C & D employees including Drivers, Erstwhile Regular Majdoors, Erstwhile Phone Mechanics, Clerks etc. are now drawing handsome salaries in tune of Rs. 50,000 to 90,000 and Group B executives who joined DOT/BSNL as operators and phone inspectors have salary in range of Rs 80,000 to 1,60,000 and Group A have much more. These salary ranges are much more than any other central/state Govt/PSUs. It is worth to mention that more than 90% employees are recruited before 01.01.2007 and got benefits of 2nd PRC and already drawing handsome salaries.
  • Category II : Recruited after 01.01.2007:
  • On the other hand there are hardly 8-10 percent new employees who were recruited after 01.01.2007 and have not got the benefits of 2nd PRC fitment and have much lower salaries. For example a group B executive (B.Tech Engineer) recruited in 2011 on basic pay of 16400 may hardly getting 38000 in hand and a diploma holder JE recruited in same year on basic pay of 13600 may be getting 32000 in hand. So these young and talented Engineers are getting much less than Group D employees working under them, just because of the reason that they have joined after 01.01.2007 and not got the benefits of 2nd PRC. How much difficult would be for them to run their home, to get good education for their children and buy a decent home with this meager salary i.e. to lead a decent life-style at par with their education qualification and position/post.
  • Further there is one category among these executives from whom even the benefits of First PRC has been taken back. Shocked; but its true, JTO batch 2007 & 2008 were recruited on Ist PRC approved E1A scale of 9850/- but after implementation of 2nd PRC, they were given E1+5 increments to compensate their loss but the loss is not fully compensated and they are still drawing approximately Rs 4000 less than their salary in 9850/-. So it is clear that instead of giving the benefits of 2nd PRC, the existing benefits of Ist PRC have also been partially taken back from these young executives and they are still struggling from last eight years to get back even the benefits of Ist PRC (i.e. salary of pre-revised 9850/- scale) and IInd PRC (starting basic of 22820/-). So what should be the first target of an honest person/employee of BSNL to get 3rd PRC and de-stabalise BSNL or fight for the rights for the deprived young lot who were denied even Ist and 2nd PRC benefits.
  • And what is the expected expenditure needed to resolve the issues of this IInd Category of post 2007 employees? It is merelly Rs 100 Crores and what will be output of this investment, it will definitely be manifolds. So where BSNL need to invest in Category I, which is already drawing handsome salaries and where huge investment required, which may de-stabilize BSNL or you will agree with me that to keep BSNL survival as our first priority and keep our home and family safe we must not destabilize BSNL by implementation of 3rd PRC immediately but wait for its coming into profit, and instead please bless your younger brothers and sisters and supports us to first get benefits of Ist & IInd PRC first, so that we can have enough motivation to serve BSNL with our 200% and 400% output and take it to new heights and will surely get you 3rd PRC to the fullest.
  • Once BSNL will come to profits, 3rd PRC will automatically be implemented as per 3rd PRC report. Remember the famous saying ..a bird in the hand is worth two in the bush... so its our request with folded hands that don’t become part of conspiracy to kill BSNL in greed of few more bucks. Regular salary in 30th of every month is far more important for survival of our families, paying back our home-loan EMI, paying fees of our children in school regularly, than some 10-15% increase in salary for a one or two years and then looking for some job in private sector. Those who are still young and are below 40 years of age may switch to others job but those who have already crossed 40 or say 45 years will be real victims of this conspiracy because they will have nowhere to go if something happens to BSNL.So please wake up and open your eyes. Long live BSNL. We also seek support from all non executives brothers and sisters recruited post 2007 on this appeal.

    18.07.2017,Meeting with PGM (Estb) for Pay loss issue"

  • General Secretary with AIP & FS,scheduled a meeting with PGM (Estb) for the Pay loss issue of post 2007 Executives. GS submitted before Madam that these Executive were recruited in 9850-14,600/E1A prerevised & worked in this scale till year 2012. In addition, BSNL Management has already bypassed date & FR-22 criterion for both set of employees i.e. Executives & Non-Executives.AITEEA strongly pleads this case is to be settled on the similar lines as that of earlier instances dealt by Management.PGM(Estb) has assured all out help in this regard.

    18.07.2017,Meeting with PGM (Pers) for DPC upto current vacancy year 2016-17"

  • General Secretary with AIP & FS,scheduled a meeting with PGM (Pers) for the conduction of DPC/LDCE up to the current vacancy year i.e. upto 2016-17.PGM(Pers) listened issue & assured to consider the rest DPC alongwith ongoing process.GS apprised him that BSNL management has already deviated from their own declared Exam Calender for LDCE & simultaneously residency period to become SDE is already over by JTO batches 2007,2008,SRD batch & one LICE batch.Therefore all DPC backlog till current Vacancy year may be cleared before switching over to CPSU cadre heirarchy.AITEEA strongly pleads for DPC upto current vacancy year 2016-17 in one go.

    Real face of Majority Association & their so called DR Ally : DPC upto 2005 batch only, Why not upto current vacancy year 2017

  • Dear Friends;
  • If DPC for all the posts like DE, DGM and even LICE for TTA to JTO are being conducted for up to the current vacancy year, then what is preventing them to conduct similar DPC for JTOs to SDE till date. It shows that something is there to hide & cooking with bad intentions?
  • Now It is crystal clear that this DPC upto 2005 batch for JTO (T) to SDE (T) will be the last one and hereafter they will switch-over to the so called CPSU cadre hierarchy with new HR Plan .i.e. with a significantly reduced posts for SDE/DE that is why they are pushing hard to get their members promoted as SDE through this DPC and leaving the fate of all Post 2007 JTO`s to the CPSU Cadre Hierarchy.
  • Now again they are singing the song of ``Step by step and Gradually to All``. Earlier these same representatives Associations were conducting LDCE on weekly basis, declaring the result fortnightly basis, and posting to the promoted post on day by day basis.....Unbelievable !! Yes, the commitment like this was given by these big leaders to their junior batches , Shame on these people.......

      • As per the post of majority association website,the eligibility list for promotion through seniority quota for SDE(T) is being prepared up to the 2005 recruitment year. The stand of AITEEA is why not up to the current vacancy year i.e. upto 2016-17? Talking about CPC upto 2005 recruitment year only in year 2017, wherein two more batches are also eligible for same post is beyond intellect & showing some deliberate purpose. Agenda of JF is crystal clear and they don't want any promotion for post 2007 batches.This may be an eye opener for our those friends,who still continue to add strength to JF.If it is due to the lack of knowledge of the issue,they may be educated but if it is for their pity local interests,nothing can be done and they will learn it only after an irreversible & irrepairable loss to us and our batch.After this LDCE and Seniority quota promotion,they will try to switchover to so called CPSU cadre heirarchy with a reduced sanctioned post for SDE,making a zero chance of promotion for post 2007 batch JTOs.AITEEA strongly pleads for DPC upto current vacancy year 2016-17 in one go.

      • Today on dated 22.06.2017,General Secretary & AIP,AITEEA scheduled a meeting with Hon. Director(HR) in the pretext of put up of Committee report on Pay Parity issue.GS apprised Hon. CMD on this issue in the last meeting and again requested to intervene for the removal of anomaly in Pay fixation of JTO/JAOs recruited at E1A pay scale on the similar pattern as that of BSNL management has done in favor of BSNL Executives in recent past. Hon. Director(HR) after detailed discussions & deliberations assured to look into committee report and to take amicable resolution to remove the pay anomaly at the earliest.

        • Today on dated 12.06.2017,General Secretary,AITEEA & AIBSNLEA scheduled a meeting with Hon. CMD on pay parity issue of Executives recruited at E1A.UF leaders apprised CMD about the developments on Committee report and again requested to intervene on the removal of anomaly in Pay fixation of JTO/JAOs recruited at E1A pay scale on the similar pattern as that of BSNL management has done in favor of BSNL Executives in recent past.           • AITEEA reiterates its stand on Standard Pay Scale issue that this issue need to be resolved in its genuine format.Replacement of intermediate pay scales E1A & E2A is to be done by immediate upward version of standard pay scales i.e. E2 & E3 respectively only.Replacement of E1A scale by E2 in Food Corporation of India (FCI) has been implemented successfully without cascading despite having a substantive post at E2.It could be a glaring & pertinent example/way to deal with such a situation. Fortunately in BSNL, there is no substantive post at E3 level; therefore the replacement of Intermediate Pay Scale E1A & E2A by Standard Pay Scales E2 & E3 respectively without cascading in BSNL is more rational & easier to implement.

              • Dear Friends, AITEEA is exploring all the possibilities to challenge the DoT, OM dated 28.03.2017 regarding non settlement of intermediate pay scales E1A & E2A & degradation of JTO cadre in E1 scale.DPE is nodal agency to decide pay scales & DPE has already cancelled the proposal of intermediate pay scale of BSNL viz a viz DoT. Therefore this OM of DoT is neither legitimate nor logical. AITEEA has always demanded for ..One Cadre, One Scale...Friends it is high time to get united under one umbrella & get ready for joint struggle... as Together We Can, Together We Will.

                On 11.04.2017,No support to any agitation in the pretext of negative & deliberate Committee report on 22820 "

              • Dear Friends,
              • Due to vigorous & consistent pursuance of AITEEA,Committee on Pay Parity of post 2007 Executives,finally submitted its report.The report submitted by Committee to address our pay parity is not positive. When asked about the reasons to deny 22820 for those recruited at E1A, Committee members specifically mentioned the pressure mounted by recognized association by demanding this settlement for all, which is legitimately & logically not possible as confirmed by Committee members. In the last two representations, one of our sister recognized association has made immense pressure on Committee that if it is done for JTO batches of 2007, 2008 & DR JAO batch of 2010, then it will seek this demand for all, which resulted in denial for all.Basically if the doors of this pay fixation has been opened for these batches, then there would have been chances for all later batches.It has also been revealed that recognized association has submitted two different drafts, one for Committee & another for circulation among its members to appease and has tried their best to kill this issue by making pressure on committee to implement their sole hidden agenda of achieving third PRC at any cost. Taking the shadow of Standard pay Scale issue of post 2007 Executives, actually they are trying to negotiate DGM (Adhoc) & 3rd PRC.Coincidently the report of Committee & facts revealed from Committee members came across at the time when this association was seeking our support for this agitation.Henceforth, AITEEA has decided not to support any agitation led by Majority association, which has not only jeopardized our whole issue but also mitigated our all efforts. It is requested to All our Executive fraternity to stay away from any such type of protest/agitation activities of such Associations. .

                On 06.04.2017,Meeting with Management in the pretext of Lunch Hour Demonestration

              • Today on 6.04.2017, General Secretary, AITEEA held a meeting with Honorable Madam Director (HR) & GM (SR) in the pretext of our notice regarding lunch hour demonstration against the non-submission of Committee report on Pay anomaly case i.e. Rs. 22820/- as initial basic for JTOs /JAOs recruited post 2007 & the arbitrary notification of DoT OM dated 28.03.2017. Hon. Director (HR) immediately instructed committee chairperson of Pay Parity Committee Smt Arundhati Panda ji to submit complete report with all facts & findings. Later GS,AITEEA with GS, AIBSNLEA met with Committee chairperson & again apprised her about genuineness of this issue and requested not to link this issue with the Standard Pay Scale. She assured that Committee will not link this pay parity issue with pay scale.

                31.03.2017 AIBSNLEA & AITEEA served notice for Lunch Hour Demonstration as protest against the arbitrary notification of DoT OM dated 28.03.2017 and non-submission of Committee report on Pay anomaly case i.e. Rs. 22820/- as initial basic for JTOs/JAOs recruited post 2007.

Now it is high time to go for 2nd phase of battle from AITEEA platform. All Friends (especially all post 2k7 Executives) are requested to kindly recollect the assurances (before MV) made by their respective associations regarding resolution of our pay parity issue.                     On 3.3.2017, Meeting with Honorable Director(HR) on Pay Parity Issue

                  • Today General Secretary, AITEEA with AIP,AITEEA met Honorable Director(HR) & made her aware about development on progress of Committee. GS requested Hon. Madam to intervene for earliest possible submission of Committee report so that same can be implemented well before 3rd PRC. Honorable Director(HR) assured full cooperation for the settlement of this issue.

                    On 23.02.2017,Final Presentation of AITEEA on Pay Parity Issue

                  • On 23.02.2017,following the direction of Honorable Director(HR), General Secretary, AITEEA Sh Manoj Singh & AGS (Policy) Sh Jitendra Nath took a meeting with Chairperson of committee (on Pay parity issue) Smt Arundati Panda as scheduled with All committee members.The issue was vigorously elaborated in totality before committee by AGS(Policy) keeping all dimension of issue before committee & countered all apprehension raised by committee members with Chairperson. Committee appreciated all inputs by AITEEA and finally concluded that there is no obstruction in extension of Rs 22820 to post 2007 executives with two minor concern raised by Establishment section. Later committee said it will wait for standard pay scale approval from DoT. AITEEA requested Chairperson of Committee not to link this issue with the approval of pay scale by DoT because this pay fixation anomaly has nothing to do with Pay Scale & the settlement of this issue need to be on the same line as that of the earlier settlement of the cases of JTO 2005 batch & promoted JAOs 2010 case.

                    On 14.02.2017, General Secretary meets Honorable Director (HR) on Pay Parity Issue

                  • On 14.02.2017, General Secretary, AITEEA took a meeting with Honorable Director (HR) regarding status of committee report on Pay parity issue of post 2007 Executives. Honorable Madam assured full justice & amicable resolution of this issue before implementation of third PRC.

                    06.02.2017,Committee members meet on Pay Parity Issue

                  • Today on 06.02.2017, the Committee met & discussed the pay parity issue formally.Committee shall meet on its next schedule with its second sitting probaly in next week.Due to consistent efforts & follow up by AITEEA & UF leadership,the committee is advancing in positive direction . AITEEA is not only hopeful but have immense trust on BSNL Management that all post 2007 Executive Fraternity may get their legitimate dues in this conducive environment.

                    01.02.2017,Second Representation before Committee members on Pay Parity Issue

                  • GS AITEEA with United Forum leaders met Smt. Arundhati Panda, PGM (PF-II) and Chairman of the committee (to address pay parity issue) and discussed the issue of Pay parity for the executives recruited post 01.01.2007.It was explained to the chairman of the committee that the executives recruited post 01.01.2007 are facing a huge pay loss on account of non-extension of 22820/- as initial basic. The loss of these executives is going to multiply manifold with inception of 3rd PRC. The chairman was apprised of the fact that such type of relaxations have been done earlier also in the case of Direct recruits and departmental JAOs of 2010 batch so the same should be extended in case of the executives recruited Post 01.01.2007.GS explained that the option allowed on pay fixation of the departmental JAOs of 2010 batch is completely justified and requested Chairman of the committee that FR should be relaxed for fixing Rs. 22820/- as minimum basic of JTOs/JAOs recruited post 01.01.2007.                     24.01.2017,GS writes for JTO Phase-1 induction training for JEs who passed JTO(LICE) & working as JAO(Provisional)

                  • General Secretary, AITEEA writes for inclusion of JEs in JTO Phase-1 induction training who are working as JAO(Provisional) and have also passed JTO(LICE).Many JEs (TTA) appeared in departmental 40% JAO Exam held on 17.07.2016 & cleared the same. Further after completing JAO Phase-1 training, they were posted as JAOs but their appointment remained provisional. Since their appointment in JAO cadre is provisional, there is also a chance of their reversion back into their JE cadres. These JEs are technically qualified & therefore also appeared in the JTO (LICE) exam conducted on 24.09.2016, however the result of this JTO (LICE) exam declared later. Now since their appointment in JAO cadre is provisional, therefore those who have qualified JTO (LICE) exam conducted on 24.09.2016 & are willing to join the JTO Phase-1 training, commencing from 06.02.2017, may be allowed to join the said training to avoid any perpetual promotional/financial loss.It is learnt that some Circles like UP (West), Haryana, Punjab etc are Suo Motto deleting the names of those JES from the list of proposed JTO (LICE) Phase-1 Induction training who have qualified for the JTO (LICE) but are working as JAO(Provisional) without knowing their wish to join the training.GS requested Hon. Madam Director(HR) for the settlement of this issue at the earliest.

                  • In the light of recent amendments in the transfer policy vide no No 6-1/2007-Restg Vol-III (Pt.) dated 19th Dec 2016, GS writes to Hon. Madam Director(HR) for the precise interpretation of the temporary transfer/Deputation period.The amendment pertains to the changes in the existing provisions of Para 9(a) & 9(b) of the said policy. After amendment, Para 9(b) states that ...Such temporary transfers shall normally be on a fixed duration basis which can be extended by the competent authority for a maximum period up to 5 years... GS writes that the said amendment will be effective from the date of notification of changes in transfer policy i.e. from 19.12.2016 & not retrospectively. GS emphasized that the counting for maximum tenure period of five years for temporary transfer should start from the date of notification of the said amendments in Transfer Policy i.e. from 19.12.2016.

                  • Today AIP AITEEA has a meeting with GM (FP) regarding resolution of ouy Pay Parity Issue.AITEEA is demanding PAY PARITY Issue of Post 2007 DRs to be addressed on the same lines as that of promotee JAOs of 2010 batches.AIP enquired about the comment on the letter marked to GM(FP) by Hon.Madam Director (HR).AITEEA has requested to submit this post 2007 pay parity case to the same committee which has resolved the promotee JAOs case in year 2015 itself. GM(FP) assured AIP about all possible help in the fastest resolution of this issue.In first AIC of AITEEA on 26.11.2016 in Kolkata , AITEEA General Body again emphasised that the Core issue of AITEEA is addressing Pay Loss issue of post 2007 JTO/JAOs.We are in touch with all main stream associations to resolve this issue at the earliest.

                    RESOLUTIONS PASSED UNINAMOUSLY IN ALL INDIA CONFERENCE OF AITEEA IN KOLKATA ON 26.11.2016

                  • RESOLUTIONS PASSED UNINAMOUSLY IN ALL INDIA CONFERENCE OF AITEEA IN KOLKATA ON 26.11.2016 : 1. Core issue of AITEEA is addressing Pay Parity issue of post 2007 JTO/JAOs i.e. fixing Rs.22820/- as initial basic from DOA. As General Body emphasised, the Top most agenda of AITEEA is Pay Loss Issue unless/until it is resolved. 2. Efforts for the replacement of intermediate pay scale E1A and E2A by E2 & E3 respectively in its genuine format without cascading as cascading is the only hurdle in implementation of Standard Pay Scale. AITEEA will go for abolition of non-substantive grade/post of Senior SDE. 3. Fight against degradation of BR/DR JTO/JAO Cadre to E1 level in new JTO RR & henceforth strong opposition to new JTO RR 2014. 4. Implementation of Rule -8 transfer cases in true, transparent & quick way with the spirit without any aberration to the rule. After the settlement of All rule -8 transfer cases, AITEEA will make all out efforts in Changing JTO cadre as All India cadre in light of recent change of TTA cadre from SSA to Circle cadre. 5. Efforts for the nomenclature change of JTO as "Assistant Engineer /Assistant Manager" in light of recent change of TTA designation as Junior Engineer. 6. AITEEA shall make all out efforts in the implementation of CPSE cadre hierarchy in line with that followed for Graduate Engineers in other CPSEs within three months. If any delay is made in implementation of CPSE Cadre Hierarchy, AITEEA will go for Conduction of combined/clubbed LDCE exam for all outstanding vacancy years from JTO to SDE. All out efforts to allow all Executives from a particular batch for a particular year of vacancy in LDCE exam irrespective of date of joining/training and PVR related issues. 7. In addition to efforts for Superannuation benefit of 30% to all BSNL recruited employee w.e.f. 01.01.2007 as per 2nd PRC, AITEEA will pursue management for Term Insurance Plan for All Young Executives of BSNL. 8. Appreciation to Honorable Madam Director (HR) for her hard work & positive attitude towards All HR issues of Executives of BSNL. 9.                     ITs HIGH TIME TO GET UNITED:REASONS TO VOTE FOR AITEEA ON BALLOT NO.3

                  • Dear All Friends, if pay loss issue is of prime importance for we post 2007 JTO/JAO then only read it carefully. If we get more than 4 thousands vote of 2k7 & 8 batch JTO/JAO and secure even 3rd position, it will be very fruitful to us. First, management will consider us even after MV. Everywhere management gives time to other major association who gets number in thousands, besides two recognised association. Even today none of the associations are recognized but each one gets time. Second, After MV the runner up association will look towards us because they might loose first position by 2 to 3 thousands votes and we will have more than 4 thousands votes which may make them first in next MV. Third,Even the first one will be afraid that this 4 thousands vote may push them to second position in next MV. Thus a consolidated vote of 4 thousand will make our pay loss issue relevant 1) Before Management 2) Winner of this MV and 3) Runner up of this MV. But if remain around 1 thousand only then neither any association nor management will recognise our issue. Another thing is that if none of the association gets 35% vote in this MV then again MV will be conducted within 6 months. Friends if this type of situation comes after MV then our 4 thousands votes will compel each association to resolve our pay loss issue before next MV.

                    05.11.2016, Team AITEEA writes to 3rd PRC

                  • Apart from earlier detailed representation by Team AITEEA about existing disparity among Executive Grades (E0 to E9) in various CPSUs and proposed solutions thereof and later an effective in person presentation in Pune by Sh Jitendra Nath, AGS (P) & Sh Ganesh Kumar, Executive Member, CHQ before Chairman third PRC & their members on the same issue , a fresh representation by GS AITEEA on formation of Pay anamoly committee with respect to 2nd PRC in the recommendation of 3rd PRC & on Retirement/Superannuation benefits has been submitted to Chairman Third PRC on 04.11.2016.Many CPSEs are facing various court cases & representations regarding pay anomaly arose out due to misinterpretation of recommendation of second PRC and this will further hamper implementation of the recommendation of 3rd PRC in true spirit. In the light of this fact , pay anomaly committee may be recommended in 3rd PRC with respect to 2nd PRC so that any aberrations with respect to 2nd PRC may be dealt amicably while implementation of the recommendation of third PRC in true spirit.Second point of concern was sperannuation benefits.Team AITEEA conveyed that Retirement/Superannuation benefits is a welfare activity, therefore it must be ensured irrespective of Profit & loss of any of the PSUs.This will definitely motivate the Executives working in CPSEs and will maintain the legacy & attraction to join PSUs by young work force.

                    02.11.2016 , Appeal of AITEEA on Pay Parity Issue

                  • Talks with Management on Pay Loss Issue is in final phase & the scenario in this regard will almost clear by 20.11.2016. In this process , all possibilities have been explored & all avenues have been taken in loop i.e. from MoC to the highest corridors of BSNL Management apart from GS of all main stream associations. Moreover discourse with management on this issue is in right & fruitful direction. Federation of BSNL Executive Associations (FBEA) has already taken a precise and tough stand on this issue. The AITEEA is determined for the earliest possible resolution of this issue and in this regard AITEEA appeals/requests to all its members & well wishers to conserve their energy for future protest on Pay Loss Issue.

                    First Circle Executive Conference of AITEEA in ALTTC Circle:

                  • The first AITEEA Circle Executive Conference of ALTTC Circle conducted successfully at ALTTC, Ghaziabad on dated 22.10.2016.Executives from various streams of ALTTC Circle participated in this CEC with new energy & zeal. The agenda of this CEC was to carry forward our mission of consolidation of strength of All Executives under one umbrella of AITEEA & healthy, conclusive discussion on various HR issues especially on Pay Parity Issue of post 2007 JTOs/JAOs & on proposal of CPSE hierarchy thereto. As already known to all that AITEEA is pursuing hard the Pay loss issue in the highest corridor of Top Management & determined to resolve it at any cost. Our General Secretary Sh Manoj Singh along with our Patron Sh A. N. Singh inaugurated the session. Circle Secretary Sh Sumit Gupta & Circle President Sh Veer Singh briefed the agenda of the CEC. Later discussion on CPSE hierarchy took place at large & members were requested to submit their advice/opinion on the CPSE hierarchy as has been asked by Corporate Office from every association. In CEC, All the Executives decided to support AITEEA on this genuine demand of Pay loss issue at every front.

                    18.10.2016,Updates on meeting with GM (FP) on Pay Loss Issue:

                  • In pursuance of Pay Loss Issue, toady our General Secretary & All India President took a meeting with GM (FP) in his chamber at 3.00 pm in Corporate Office. This meeting was in reference to the earlier deliberations with Honorable Madam Director (HR) regarding use of FR-22 in various cases of Pay Fixations of Executives joined after 01.01.2007.As per direction of Hon. Madam Director(HR), Our CHQ team raised the issue of Pay Parity with GM (FP) and apprised him about SEA section note sheet by which again FR-22 was bypassed to fix promoted JAOs at 22,820 even then they never came at 9850-14,600, whereas post JTO/JAOs were appointed at 9850-14,600 and many of them worked till 2012 on the same. He was also apprised of about increased differential increments (8 times) between 2005 & 2007, 2008 batches after retrospective pay revision. GM (FP) took the issue in detail and assured amicable solution at the earliest.

                  • Things are moving in right direction.GM (FP) finally agreed to fix a meeting with the top Chq leaders of our Association due to hard pursuance of pay loss issue with Honorable Madam Director (HR).It will definitely prove a turning point in early resolution of this genuine issue.GS AITEEA has appealed to All Executives to get united for All our common issues including our top agenda of Pay Loss. Moreover the issue of Standard Pay Scale is also moving in right direction.We are in constant touch with the authorities of DoT for favourable outcome.Thanks to All our Executive fraternity who across the party/association line supported us to pursue these issues in accordance with Our Vision & Mission.

                  • On 5.10.2016 our General Secretary Sh Manoj Singh & AIP Sh Ashish Karn along with Federation leaders GS,AIBSNLOA & GS,BOA submitted third representation regarding our Pay Loss Issue to Hon'ble Madam,Director (HR).In meeting GM(SEA), GM(SR), GM(Estb) & GM(Pers) were present.The sole agenda of meeting was our Pay Parity issue with new facts and findings associated with this case.Our GS submitted that BSNL management in its various replies on this issue always took pretext of FR-22, whereas FR-22 is no way binding for BSNL. Recent BSNL CO letter vide no.252-15/2016-Est. III dated 29.09.2016, does not leave any further doubt as wherein it is again reiterated with firm averment that DOPT instructions are meant for Central Government Employees and Post and not applicable in BSNL unless it is adopted in BSNL. Therefore reliance on FR-22 for the disadvantageous Pay Fixation of JTOs of 2007 and 2008 batches is beyond intellect as BSNL is always open to distant itself from DOPT instructions / FR-22 as and when required in the interest of the Company and its work force and same spirit should be adhered in our case. Moreover, BSNL has already set aside FR-22 for the pay fixation of JTOs of 2005 batch appointed after 01.01.2007. Our association just wishes same yardstick & kind as judiciously taken for 2005 batch and for the promoted JAOs in year 2015 itself.In meeting , GM SEA had no excuse for extending the date 24/07/2015 for departmental JAO and granting them 22820/.Honorable Madam Director(HR) instructed GM(SEA) & GM(SR) to have further meeting with AITEEA on this issue.After this meeting , a major breakthrough is possible.Later GS AITEEA has called GS of All main stream associations & requested to extend their support for this issue.Other issues discussed in meeting were Superannuation benefits to BSNL recruited Executives,Replacement of Intermediate Pay Scale,CPSU Cadre Hierarchy,level playing field for Membership Verification.AITEEA is taking every avenue in loop for the fastest resolution of this issue.

                    04.10.2016,Today an Important Meeting of our GS with Hon Director HR on Pay Loss:

                  • As All our JTO/JAO fraternity is well aware that AITEEA has decided to go to any extent for the amicable & fastest resolution of this genuine rights all post 01.01.2007 BSNL Executives of Pay fixation wrt second PRC & therefore it has put the Pay Loss Issue at the top in its agenda.In this continuation today Our General Secretary Sh Manoj Singh along with the Chq leaders is going to meet with Honorable Madam Director(HR) on our Pay Parity issue with some new hard facts & findings associated with this case.AITEEA is determined to get our genuine rights at the earliest

                    28.09.2016, Pay Loss, the Core issue of Joint Federation of AITEEA:

                  • As All our JTO/JAO fraternity is well aware that Four major Executive Associations including AITEEA have come together and decided to go for the Joint Struggle for our Pay Loss Issue.The federation has decided to go to any extent for the amicable resolution of this genuine rights of all post 01.01.2007 BSNL Executives & therefore it has put the Pay Loss Issue at the top in its agenda.It is also learnt that the reply by BSNL Management on the representation of AITEEA to Honorable Minister Communication has been resubmitted to Ministry on Pay Loss Issue.Federation is going to meet CMD & Director(HR) for our Pay Loss Issue.Friends time has come when We are going to rewrite our own fate by our own people which will definitely not only transform our Career but also set new mile stones to our destiny.Get ready for any call from CHQ.

                    21.09.2016, Shocking news of sudden demise of Shri Amit Malviya JTO of Batch 2007.

                  • Today, Our young & diligent friend Shri Amit Malviya, a 2007 batch JTO, passed away due to heart attack. This news has shocked our ALL JTO fraternity. He was the only son and wanted to take care of his aged parents. His sudden & unnatural death has raised many questions on the functioning & attitude of BSNL Management. Our friend was on Rule 8 transfer from MH Circle to MP Circle for his home posting Jabalpur to serve his Old age parents. But Cruel Management has posted him deliberately to Balaghat. He was under immense pressure & was shocked from the rough attitude & rude behavior of Management. Only DR JTOs are overloaded & getting burden of everything. Our post 1.1.2007 JTO/JAOS are facing acute frustration & harassment due to non-settlement of pay loss issue, promotions & rule-8 transfers. Even getting transfer they are forced to some rough and unpopular stations. Apathy attitude of higher management and rude behavior of senior officers are forcing young officers with this fate. Whether young executives have done some mistake to join BSNL? May the departed Soul rest in peace and God give courage to his family to bear this pain. AITEEA submits its deep condolences & assures all out support to the aggrieved family. GS AITEEA is going to write a tough letter to Management in this regard.

                    17.09.2016,Representation of Team AITEEA before 3rd PRC :

                  • AITEEA has requested for representation before 3rd PRC few days ago and fortunately today received a call from supporting staff of 3rd PRC in Pune to come to meet the Commission at VVIP circuit house. After receiving this call, our great Chq leaders Sh Jitendra Nath & Sh Ganesh Kumar went to meet commission for the representation of some root cause issues.Initially due to paucity of time, the duo couldn't not keep the issue in detail. Then Sh Ganesh Kumar ji requested Additional Secretary to give some more time & the latter agreed for the same and allotted another slot at 7'O clock in hotel Taz. Our duo Veterans put the representation in detail with full logic & facts and finally the PRC came to know all whereabouts of the issue fetched with full facts & findings.Later, Hon.Chairman 3rd PRC discussed the issue with his committee. Team AITEEA has done a marvellous job & is taking every avenue in loop to restore & reinstate the dignity of our Cadre.

                    15.09.2016, Meeting of GS-AITEEA in Sanchar Bhawan with Director(Telecom) :

                  • Our General Secretary took a meeting with Director (Telecom) at Sanchar Bhawan on 15.09.2016.GS raised the issue of replacement of intermediate Pay scale E1A & E2A by upward Standard Pay Scale E2 & E3 respectively without further cascading. GS apprised Director (Telecom) about the settlement of same case by FCI & OIL recently. FCI & OIL has adreesed this anamoly by simply replacing it by upward standard pay scales without upgradation of other existing pay scale.Though FCI & OIL have substantive post at the upgraded Pay scale,even then they avoided cascading. We are fortunate that we dont have any substantive post at E3 pay scale and therefore it will lead no administrative constraint thereto in implementing Standard Pay Scale without Cascading. GS also apprised him about the two letters sent to Joint Secretary & Additional Secretary - Telecom in which AITEEA has envisaged a plan to go for only Standrad Pay Scale & avoid Cascading with opening of one grade E7 to ensure five Time Bound Promotions intact.Director (Telecom) assured all out help and full justice to All BSNL Executives.AITEEA is taking every avenue in loop for the early resolution of this issue.

                    14.09.2016,AITEEA deplores to degrade JTO/JAO Cadre :

                  • AITEEA condemns the BSNL move to recruit DR JTOs in the E1 scale. AITEEA also condemns the crocodile tears of so called prominent associations who earlier pressurised & were involved with Management to pass this degraded JTO RR, 2014 without HR plan & when the management has passed this RR & started recruiting fresher JTOs at E1 scale, now again to gain the sympathy and to hide their misdeeds, these associations are opposing it. This shows the double standard of so called major associations & management too which are not only playing with the career of freshers but once again creating a bone of contention for our cadre attracting another set of court cases.AITEEA has launched a movement to oppose this new JTO RR 2014 through various platforms & deplores any such drive of management & greedy associations to degrade the JTO/JAO cadre.Be a part of this movement to restore & reinstate the dignity of our Cadre.

                    Story of a Post 2k7 BSNL DR :

                  • Those were the days of Recession. I was recently graduated from one of the reputed Engineering Institute of my state. I had one job offer from leading software MNC. But I was not satisfied. My family was anxious about my future, because there were signs of a great depression in making. Private Companies were offering PINK SLIPS on daily basis. Then one bright morning my father saw an advertisement of BSNL recruiting JTO on the prerevised basic of 9850. 2nd PRC (aka 6th Pay Commission) had already created big headlines due to the amount of perks & handsome package. I filled the form & cleared the heavily contested examination. After that I consulted few of my elders and some of my father friends belonging to BSNL. They advised me to join BSNL as after 2nd PRC the salaries will be good enough in the tune of 30k+. And BSNL also promise a secure future and good working environment. I joined BSNL and went for Phase I training. During the training I heard some bad news. That BSNL has wrongly revised the pay scales and newly recruits were getting only 20k+.This was a huge setback for me. My all dreams were shattered. After training I joined my duties. I was intelligent, efficient & hard worker. I soon learned the work and gained applause from my seniors for my skills. But one thing was continuously hounding me in my subconscious that I was facing injustice. I am not getting payed properly according to the work I am doing, while my seniors were drawing handsome amount of salary. I saw some DR association struggling for my cause. I was hopeful but alas they took back their agitation. Later one senior Association also joined the cause. They gave me hopes but they actually never bothered for my cause. They used my energy and emotions to make their own goals. In the beginning, I was so busy in work. I was afraid that my job may be terminated. I was afraid that I will be threatened. I was afraid that I will get transferred, if I rise for my cause. Then I saw few of my friends forming their Association. An Association which will not lure them but actually work them sincerely. An Association which will not work on fear psychosis but create confidence among its members. Come on friends. Come Join AITEEA, which is by the post 2k7 and for the post 2k7....

                    8th September,2016,Pursuance Regarding Standard Pay Scale :

                  • Friends Khan Committee of BSNL clearly says that upgrading E3 to E6 will lead to huge financial burden and DoT has rejected E2/E3 proposal (with Cascading) pertaining to the proposed financial implications. It precisely shows that E2/E3 has been rejected by DoT solely due to Cascading. Therefore AITTEA has taken a precise and firm stand to oppose this cascading strongly and following this stand,Our General Secretary has submitted a representation to Additional Secretary, DoT on 06.09.2016, stating how E2/E3 can be implemented without cascading with almost negligible financial bearings & least administrative constraints. Friends AITEEA assures you that this proposal will pave the way towards the implementation of E2/E3 in BSNL soon because it is the only Pragmatic & most viable solution left. This solution is also much more beneficial for our career growth as No Executive has to stagnate on E3 for 10 years, keeping five Time Bound Promotions intact.                     2nd September,2016 , Second Representation to Hon'ble Director(HR):

                  • Today on 2nd September,2016 our GS Sh Manoj Singh submitted second representation regarding our Pay Loss Issue to Hon'ble Madam,Director (HR) in the pretext of the next scheduled meeting with GM(SEA). He also met GM(SR) and GM(Estb) regarding our pay loss issue with new facts and findings of this case.The facts arising out from the report of committee of SEA section on note sheet obtained through RTI, precise observation of 2nd PRC recommendation, concept of Entry Pay of 6th CPC and even 7th CPC gazette notification and crystal clear decision of Hon'ble Supreme Court in a Judgment dated 01.05.1985 in P.Savita vs Union of India case,have led management to rethink & reconsider our Pay Fixation issue.A pre-meeting with GM(SEA) as desired by Hon'ble Director(HR) in coming week is crucial.AITEEA is taking every avenue in loop for the early resolution of this issue.

                    26th of August , 2016 , FORMATION OF CIRCLE BODY ACROSS INDIA :

                  • Following our Vision of Consolidation of Strength of All Executives under Single Umberalla , the Process for Formation of Circle Body in All Territorial and Non-Territorial Circles across India has speeden up by Executive fraternity irrespective of their affiliation to any of the associations.For membership, AITEEA is receiving huge response from various Circles & SSAs.In this continuation ,Circle Body of ALTTC, Jharkhand, West Bengal and Maharastra has finally taken shape.CHQ wishes All the Best to All Office Bearers of newly formed Bodies in the respective Circles.The procees for formation of Circle Body in rest of the Circles will be completed latest by 30.08.2016.

                    On 26th of July , 2016 at 4 pm BSNL , Corporate Office :

                  • Toady a scheduled meeting with Director HR held in her chamber at 4 pm & lasted for one & half hour. Our GS Sh Manoj Singh , AGS Sh Jitendra Nath, VP Sh Anil Kr Pummy , FS Sh Avinash Kumar & Chq member Sh P. N.Shukla attended the meeting.From management side Director (HR), GM(SR) & GM(Estb),DGM(WS & I) were present. Agenda of meeting was to settle the issue of Pay loss to post 2007 DR Executives. Director HR listened the issue with full attention & tried to understand the every corner of issue. TEAM AITEEA specially our AGS was at his best to deliver this issue on white board before Director (HR).There were a lot of queries from GM(Estb) & others. All were answered with full logic & instances of the JAO/2005 JTO cases that BSNL dealt separately.The achievement of this meeting is that Management has taken cognizance of this issue & asked for next meeting in coming days.

                  • Today a meeting of Our GS Sh Manoj Singh was fixed with Honorable Minister of Communication Sh Manoj Sinha ji in Sanchar Bhawan.Our GS with Chq member Sh Pankaj Binwal ji met with Minister & congratulated him for his new assignment & apprised him about our most burning issues i.e. CPSE hierarchy & Pay loss to post 2007 JTO/JAO batches.Minister promised for amicable solution & advised to perform for better turn around of our beloved company BSNL.
